I seem to find characters who are looking for a story. I start with a character and build from there. Was does he or she look like? What are their goals, heartaches, or pain? What makes them happy? What is the end goal? Sometimes the characters write themselves. I'm just along for the ride.

If you're writing to make money...stick with non-fiction or self-help. The public can smell desperation a mile away. Otherwise, if you're writing because you love it, doesn't matter if you sell thousands or books or dozens. You're telling a story, and as long someone out there is willing to read it then you have accomplished something. You have created something for someone else to enjoy.
