Read as much and as often as you can. Take a creative writing course to learn some ground rules. Every character should be a part of you, but don't fall into the trap to write about yourself. As an author, your job is to narrate. Tell the story to the readers. Don't take sides and don't try to force your preferences on readers.

It depends. If I feel I am too tired, then I take a walk or take a nap. If I feel I have something to say but don't know how, then reading an article or a blog post or a book usually helps me.
