D.W. Ulsterman Ah yes - August Hess. He was quite a character.
He was a combination of several bureaucrats I've had the misfortune of dealing with over many years. Though an exaggerated version, the basic elements of his personality are all too common. A small individual who enjoys the power of his office far too much.
