Hi, Bill,
Are you asking if 'to a T' is appropriate for the setting of the book you're reading? Or are you asking if I know what 'to a T' means?
If the first, I didn't give it much thought, mostly because my first reader and my copy editor did not mark it as inappropriate for the setting. I used it because I figured most of my readers would know what it means, though I might just use "to a tittle' in a future book depending on the setting, mostly because I like how it sounds.
If the second, sure, I know what it means.
