I suspect it sounds cliche, but I would simply keep writing. It might feel like garbage as you're doing it, but something about the process of writing helps push whatever's blocking you away! And when you go back to edit you may find a little something in whatever you wrote that you hadn't anticipated.

Go for it! But if it is a business book you are writing, it pays to start with a very detailed proposal. Having a great idea is one thing, but working out whether there really is a market for it forces you to think through your approach in ways you may not have previously considered.
