Read a lot of books specifically about writing. I would really recommend Immediate Fiction by Jerry Cleaver--this book really changed the way I view writing, and was so helpful in getting my book to the point where it was actually ready to put out there.

When I started writing this book, I didn't feel that women as serious characters were well-represented in the fantasy genre. That was some years ago when I started writing it. The concept just came to me gradually, and I started outlining the book, and plotting each chapter out.
