I have no idea! I just sort of think practically. For example my story is set in our real world, so i thought where would you hide all these people? Underground is boring, and i wanted to write epic fantasy not urban fantasy. so it made sense to have them in these floating cities.
I take inspiration from anywhere, usually songs. I'll hear a song and I'll see a scene or a person or a conversation and I'll go from there. my story is inspired by a song, but to reveal what that song is would probably give the whole thing away.
