Nothing builds confidence like getting stories written and "out there". Start a blog and write flash fiction pieces, then publish them on the site. It's jumping in at the deep end, but the demand for more will push you to get that experience.

I've worked for so long as a ghost writer and editor/creative assistant that I have a few techniques. The main one is to just start writing - nothing gets the creative juices flowing better than putting some words on the page.
If I'm struggling, I'll try to picture the scene in my head - what's interesting about it? Where are the characters? Are they calm or excited?
There are also some exercises you can do to flex those writing muscles, like writing a poem or a story in a very limited number of words (I like 6 or 12 - you can find some of these on my blog).
