Engin Alan, 31 Mart 1945'te İstanbul Üsküdar'da doğdu. Babasının adı Kazım, annesinin adı Ayşe'dir.

Korgeneral; Kara Harp Okulunu ve Kara Harp Akademisini bitirdi.
1974 yılında Kıbrıs Barış Harekâtına katıldı. Genelkurmay Özel Kuvvetler Komutanlığı Karargâhı Planlama Subayı, Moskova Kara Ataşesi, Komando Tugayı Kurmay Başkanı, Genelkurmay Özel Kuvvetler Öğretim ve Eğitim Grup Komutanı, Kurmay Başkanı, 5. Komando Alay Komutanı ve 2. Kolordu Kurmay Başkanı olarak görev yaptı. 1992'de Tuğgeneral oldu. 16. Zırhlı Tugay Komutanlığı ile Bakü Silahlı Kuvvetler Ataşeliğine getirildi. 1996'da Tümgeneralliğe terfi ederek, Genelkurmay Özel Kuvvetler Komutanlığına atandı. 2007'de Korgeneral oldu ve sırasıyla; 8. ve 2.
