Senador de la República de Colombia. Politólogo con maestría en Sociología de la Universidad Nacional de Colombia. Fue subdirector de la Fundación Paz y Reconciliación, columnista de los diarios El País de España y El Espectador de Colombia, entre otros medios iberoamericanos. Ha sido profesor en la Universidad Externado de Colombia y en la Universidad Nacional de Colombia. Es autor de varias publicaciones sobre conflicto armado y seguridad como Mercados de criminalidad en Bogotá, Los retos del posconflicto, Seguridad y justicia en tiempos de paz y, más recientemente, Detrás de la guerra en Colombia y Por qué los matan. Fue ganador de la distinción Investigación o Creación Artística y Cultural de la Universidad Nacional de Colombia.
