Cemil Kılıç 1975 yılında İstanbul'da dünyaya geldi. Sinop nüfusuna kayıtlıdır. İlk öğrenimini Sinop ve İstanbul'da tamamlamıştır. İstanbul Küçükköy İmam Hatip Lisesinin ardından daha sonra Marmara Üniversitesi İlahiyat fakültesi Kelam ve İslam Felsefesi bölümünden mezun oldu.

1998 yılında aynı üniversitenin Ortadoğu ve İslam Ülkeleri Enstitüsü, Sosyoloji ve Sosyal Antropoloji Anabilim dalında master eğitimlerine başlamıştır. 1999 yılında Din Kültürü ve Ahlak Bilgisi öğretmenliğine atanmıştır. 2001 yılında Master'nın tamamladı.
