V. D. Povolyaev was born on September 13, 1940 in the city of Svobodny, Khabarovsk Territory, in a military family. His father died in the early days of World War II. The future writer was brought up in the house of grandmother L.F. Povolyaeva in the village of Semenyok, Stanovlyansky district. After graduating from high school in the village of Lamskoye, he worked as an electrician at a factory in the Tula region.

In 1965 he graduated from the art faculty of the Moscow Textile Institute, in 1974 the correspondence and scenario faculty of VGIK.

The first book of V. D. Povolyaev, a collection of short stories “Seven Fathers”, was published in 1979. He is the author of over ninety books. These are lyrical stories, novels, historical novels about N. Gumilyov, G. Rasputin, A. Kolchak, detective stories, travel essays. His books have been translated into English, French, German, Arabic and other languages. Based on the story “Silent Outpost”, the film of the same name was shot. The prototypes of the heroes of this story Valery Dmitrievich met in Afghanistan, where he was four times. Among those with whom the writer spoke, there were Lipians. In some of his works, the writer describes native places, so in the story “Among the Night Fields” the action takes place in the villages of Semenyok and Lamskoye, Stanovlyansky District.
Since 1974, V. D. Povolyaev is a member of the Union of Writers of the USSR, since 1977 - Secretary of the Union of Writers of the RSFSR. He is an Honored Worker of Culture of the USSR (1980), Honored Art Worker of Russia (2001). He was awarded about 30 different creative prizes, including the Lenin Komsomol Prize, literary prizes named after K. Simonov, A. Fadeev, B. Polevoy. V. D.
