Moses Moskowitz was the secretary general of the Consultative Council of Jewish Organizations.
Mr. Moskowitz, the author of four books on human rights and international law, had headed the council since its formation in 1947. The council is a nongovernmental organization accredited to the United Nations and the Council of Europe.
Mr. Moskowitz was born in Stryj, in the Ukraine, and came to the United States as a teen-ager. He held a bachelor's degree from City College and did graduate work at Columbia.
