“Tropical storms, as deadly as they were, were also partially responsible for heat redistribution across the planet, which was critical to life across the whole planet.  On a smaller scale, it would also renew plant life inland, bring rain to areas that needed it, and break up bacteria and red tide to encourage life in the ocean.  Point being, he wasn’t sure that if those types of storms were shut down before hitting land if it might lead to worse consequences than they currently faced.  They were in the end, a part of the engine of the world that made the Earth habitable and able to support life.”
