Scott was born in Bethesda, MD in 1968. Wearing uncomfortable plaid overall short suits (see photo), growing up in the 1970's, visiting museums and art galleries in DC, and riding in station wagons without wearing a seat belt, all helped to shape his artistic and quirky sensibilities. His interest in the arts was divided with his love for playing sports and music.

After graduating from Randolph-Macon College in 1991 with a BA in English, a creative writing award, and hours of studio art, he hitched a ride to California to surf. He soon realized film making was basically what happens when you combine the written word with the visual arts, he was hooked.
