Tomás Polanco Alcántara fue un escritor, político y jurista venezolano. Ejerció el cargo de embajador en Chile, España y Ginebra ante las Naciones Unidas. A su vez fue Individuo de Número de la Academia Nacional de la Historia y de la Academia de Ciencias Políticas.

Entre los libros publicados cabe mencionar: «Perspectiva histórica de Venezuela», «Conversaciones diplomáticas»; «Esquema de un nuevo Derecho»; «Arturo Uslar Pietri, biografía literaria» y «Francisco de Miranda: ¿Don Juan o Don Quijote?» Obras que junto a sus demás escritos donó los derechos de autor a la Universidad Católica Andrés Bello; como forma y medio de continuar propagando la pasión que éste hombre sintió por su país, Venezuela, y su historia.
