Not quite. While it's true that homosexuality was considered a grievous sin in this time, there were no laws or mores against platonic love between men in Shakespeare's time. In fact, it was considered perfectly normal and even socially acceptable. Men freely expressed admiration, devotion and love to one another and it was not seen as suspect or wrong.
