Great question!
yup, super question! this has been debated in 2 of my groups so far, and i'd love to hear the answer from the source.
If it’s someone who doesn’t normally read SF, I would suggest The City & the City (though a good number of non-genre readers seem to be enjoying Embassytown, to my delight and surprise). Otherwise maybe the short stories, and if someone is an SF/F/H fan, then while I am not the right person to tell (being too close to the books to judge them), the majority crowdsourced opinion (I’ve solicited it more than once) tends slightly to be that The Scar is the one to go with. I can neither agree nor disagree, but that’s what I hear.
