I think It's Tony and she had planned this all with the FBI. Who knows with all the twists you never know what's happening. Can't wait for 3 !! Did Catherine trick her to go get the money because she couldn't go herself ??
I think Phil had something to do with the FBI showing up. She was making plans with him in the hotel - but it was Tony on the island.
