Your book currently has a publication date of December 2023, when was it issued with the original cover?

Oh, sorry. December 4, 2023. I uploaded the new cover to Amazon back in August, so it's been live on their site as a preorder since then. But the book wasn't released until December 4, 2023.

Was anything, including ARCs, issued with the old cover?

No. The old cover (and old title) was used to create the ASIN preorder link on Amazon (last year), but once the book was written (in August), the title and cover were changed to what it is now (for marketing reasons). It launched as it appears on Amazon today, and anyone holding a copy of this book (ARC or otherwise) has the blue demon fire cover. In other words, Queer Misery doesn't exist as a book. That was a placeholder and working title for a project that evolved into Demons Also Dream. So, a new title and cover were created to better communicate the premise and genre.
