David Carraway I thought it was pretty clear from Scripture that Isaiah was speaking about the king of Babylon.

14:1Because Yahweh loves Jacob, And has fixed again on Israel, And given them rest on their own land, And joined has been the sojourner to them, And they have been admitted to the house of Jacob. And peoples have taken them, And have brought them in to their place, And the house of Israel have inherited them, On the land of Yahweh, For men-servants and for maid-servants, And they have been captors of their captors, And have ruled over their exactors.
And it has come to pass, In the day of Yahweh’s giving rest to you, From your grief, and from your trouble, And from the sharp bondage, That has been served upon you,
That you have taken up this simile Concerning the king of Babylon, and said, How has the exactor ceased,
