You might be right.
I also didn’t really care for it. IMO in a similar sense to the way that Orwell’s non-fiction is much better than his fiction, Hemingway’s short stories are much better than his novels. (Though agree that A Farewell To Arms is the best and most substantial of his novels.)

I am an unabashed Orwell admirer of both Orwell's fact and fiction. On a personal basis I don't think Old Man and the Sea comes with in cooee of 1984. But I will eventually get into a bit more of Hemingway, and his short stories do interest me.
When I was in boarding school back in the 60s we used to be gathered in the lounge of the boarding house on Sunday mornings and d mistress would read to us and then talk about why she’d read. This one one of those books.
I’ve never been tempted to read-read it,but read quite a bit of Hemingway when I was in my 20s to keep up with literary fashion. I never really enjoyed any of them, dislike his mucho macho world.
Orwell is one of my all time great writers, though I don’t like what I know of his character either.

I think that macho style is not going to be appealing to some readers, IMO. Not my style either to be honest.
