Have you read any of his other stuff? How does it compare?
I've read the Silo saga, which I enjoyed quite a bit more, but I would say this was more fun to read than Beacon 23. A lot of his work seems to drag in certain parts, and the Sand books are victims of that too, but because I knew that going in I enjoyed Across the Sand more than usual. What I do like about his books is that they leave some wide open spaces in the plot, allowing us to fill in the gaps ourselves.
