I read this as a child in the 1980s. The vague details are about a girl who has moved to a new place and makes friends with/sees a ghost who tries to tell her something. There is a story of lost treasure that will save a family/land and a missing girl from the 1800s believed to have stolen it or moved away? Eventually the girl figures out that the ghost is the missing girl and is buried somewhere on the property. The treasure is sewn into the hoop skirt because the ghost was trying to save it for her family, but was killed before getting away. The mystery is solved, the ghost girl is vindicated and the book ends.

I don't know if the girl was murdered or fell down a well or something. There might have been a shady male character. The ghost might've been buried under a now flourishing plant/shrub/berries? Ghost might be from Civil War?

The plot sort of matches your description but I looked up some key words using the "search inside" option on Google Books and there is no mention of a skirt or a hoop... I thought I'd still mention it just in case!

this isn't it, but I mostly remember the end where they find the bones and the diamonds (or whatever it was) and the ghost is content.

Have you ruled out Betty Ren Wright and Mary Downing Hahn?

They were both heavy hitters for kiddie ghost stories in that era.

Could it be Ghost in the attic by Emily Cates? It's the first book in Haunting with Louisa series.

Replying a little late, but if it were a boy and a girl instead of only a girl discovering the ghost, it could be "The Ghost Belonged to Me" by Richard Peck, in which the ghost girl communicates with a boy who is friends with a living girl.

The child being accused of running away with the money is similar to "The Ghost of Dibble Hollow," by May Nickerson Wallace, but that was a boy so no skirt.
