Oh my God, I was so confused, but the mystery is solved.

So I realized why I couldn't find the sign-up form: I was on my iPad.

I just opened it up on my PC and the form was *right there.* But on my iPad's Chrome app, the newsletter sign-up form just doesn't show up *at all.* I guess it's not compatible with mobile devices?
