Deborah Crombie is from Texas but her Kincaid and James mystery series is set in London. Excellent books!
Also Peter Robinson. He was originally from England but has lived in Toronto for so many years that he is now considered to be a Canadian author. His Inspector Banks series is amazing, and many have been turned into TV shows.
Charles Finch is another American whose books are set in the UK (Victorian era mysteries)
