I can tell you are because everything is saying that he still likes you, but you still can't decide. The worst chance you ever get is the one you don't take when it comes to this stuff.

Then it sounds like he's the type that lets the girl make the first move anyway. He's probably waiting to see if you still have feelings for him. Ask him out if you want. I feel pretty certain he'll be okay with it. And, if he said that he was going to ask you to the dance, he had feelings for you then. They're most likely still there.
Umm... I would say there is a STRONG chance he still has feelings for you. The relationship didn't end badly. He hasn't liked any of the girls who have liked him in the past YEAR, and he is still close to you in the sense that he's your friend. Even if he doesn't still have feelings for you, I don't think it would upset him or mess with your friendship if you asked him out. From my perspective, asking him out doesn't seem to have any bad possible outcomes.
