I think it might be Betty's dad. It could technically work because the Black Hood knew about Alice's serpent scandal and he keeps insisting that he and Betty are "more alike" than she thinks. This, to me, suggests at least some type of family connection. I feel like this would be an interesting twist but the show will probably go the predictable "long-lost sibling who wants revenge", which would be rather disappointing...
