It's publishers trying to get more romance books on the shelves of regular bookstores because often bookstores will either regulate romance novels with more steamy covers to a special section in the back or some smaller indie bookstores don't sell them at all. With the cartoon covers they can pass as more typical "chick lit" and therefore be put alongside those types of books in the regular adult fiction sections. It's prudish nonsense at the end of the day if you ask me.
