Opps - it is an Arthur C Clarke's aphorism: Any sufficiently advanced technology is indistinguishable from magic.One of Clarke's 3 laws.
I started this last night, the 1977 HC edition. I'm about a third of the way in and so far it is quite good. My 1st thought is that it's a novelization of Asimov's Aphorism, but we shall see. I like the quotes by Anthropos and even looked the name up to see if there were some real person using the name. The philosophy is quite agreeable and adds a dimension to the novel.
