Shame on me, Nike. Just saw this question today.I would imagin thatmost "skip tracers" would be licensed private investigators, who do this as part of their services. In many states, a private investigator's license does not mean the license comes with a concealed weapons permit. Usually, this is a seperate issue and license, that entails qualifying with the firearms, classes, etc.
If they do find a skip, they should contact the police to take custody. However, it the crook has violated bond and has warrants, the locater can make a citizen's arrest and then contact the police. With runway teens, they could hold on to them until the police arrive (if a runaway report has been filed) or hold onto them until social services/legal guardians can respond.

I plotted REVENGE out beforehand, at least the basic plot line, breaking scenes down by chapter. In my current WIP, OFF THE GRID, I'm using a basic outline, but allowing the characters to surprise me chapter by chapter.
