I think the sheep man was the spirit of the Ainu youth. He despised war because his son was drafted and killed in the Russo-Japanese war. He spent most of his time in the pasture land isolated from his fellow villagers who he disliked because they wouldn't give him an answer as to "why they send their boys off to war in a foreign land". Similarly the sheep man who was also from Junitaki-cho stayed away from the town because it is "toofullofsoilders".
Also Ainu man was a Shepard and the sheepman wore a sheepskin.
Further more The sheepman man didn't have a reflection in the mirror suggesting he was not a living being but a spirit and we know that the Ainu man died among a bunch of sheep.
So if the sheepman was the Ainu then the "war" hes hiding from is likely be the Russo-Japanese war which is when he isolated himself from his fellow villagers, so his spirit would have been residing there all the way back since 1905.
