Alisa tells Sam: 'Samara was chosen because of the many routes from it that are available'.The courier lines were used to sneak information out of country and thence back to Britain. From what I've gathered Finland and Sweden were favourites. I think the availability of international flights was not so 'at hand' in those days and 'the boat' was probably seen as the more expedient. There must have been a reason to construct a courier line to Samara.
Thoughts everyone.
In Operation Mincemeat, the wallet litter was one of the highest priorities. They spent a good deal of effort on that.
