I think that it should be 6 or more... if a lot of people say so than if it's ok,....AOD you can make it like a quarterquell where there are 6 people from each district.

Uh...in the quarter quell there were only four... plus we don't even have two to a District yet...:(So the final word is we can have UP TO two boys and girls, but at least one boy and one girl.
