There were multiple efforts to hold Trump to the law and to encourage him to act in the national interest, even when his impulse was to do otherwise. Trump’s impulsiveness, recklessness, inexperience, narcissism, and biases also forced senior officials to find ways to balance his demands with the requirements of the law, regulations, and their oaths of office.”
