This isn't urban fantasy, which normally refers to fantasy set on modern Earth (not, confusingly, fantasy set in a city).
Like Rivers of London? Fantasy is not really my genre, but I have read a few, so I am not very well versed in any nuance. However, I did check the definition, and wiki (which is obviously never wrong, and the source of all knowledge!) did say that they are frequently earth based, but can be in an imagined place. This is still a great book worth reading.
