It's mostly Science Fiction and fantasy, but it does have the advantage of being free

Try a large city library in your state, they may allow lending to all state residents (I use the Boston Public Library, and I think that New York City and Chicago also allow state residents not just city residents.)

Good idea!! I think worldcat.org does interlibrary loan...

For $35 a year you can get a library card at the Philadelphia free library, which has a huge ecollection.
Also, you probably already considered this, but it might be worth checking if your library belongs to either Overdrive or 3M, both online ebook collections.
