What's the Name of That Book??? discussion

At first I thought it might be a Dean Koontz book but now I'm not so sure. There may have been something supernatural about the villain who seemed like a regular guy. I think it had a white cover. I believe I read it around 1998. The girl may not have had cerebral palsy, it may have been some other disorder that makes walking difficult.

Sounds like Koontz's Hideaway to me. If I remember correctly the young girl had a brace on her leg, and she deliberately used it to make as much noise as possible when walking as a sort of defense mechanism.
