I think it's authors' mistake.

I didn't like Rowanclaw at first, when he was mean to Tawnypelt in 2nd series. But he's better when he became Tawnypelt's mate. I love how he defended her before Blackstar in 'Outcast'. He sure will make a good dupety!

Yeah, just a mistake. They just accidentally listed him as a girl in the allegiances of a few books. And I agree, I didn't really like him at first, but he got better and is an awesome cat!
