Although the citizens have been told that these are the people who are here to protect them from the killers, when really most of them have been the ones murdering them for more time. These people are the ones to fear, the ones who are to blame for all of this. They are out to get the hopefuls and are still searching for the immortals.
Scientists: The scientist were the ones who created the expiration date a long time ago. Although they did end up perfecting the expiration date and installing it in the citizens eventually, they made a big mistake beforehand. On their first attempt to set an expiration date in the people they did the exact opposite and completely erased the experiments date of death, creating a batch of immortals. Although the scientist were rewarded with a boatload of money and promise of a long, luxurious life they still fear the government they created.

Hopefuls: The hopefuls are citizens who have no given up, who have heard the legend of the immortals and believe it wholeheartedly. Some are scientist, trying to find a cure, while others are adventurists going in search of the immortals. They keeps their beliefs secrets, knowing the military officials would kill them.
Immortals: The immortals were some of the few humans who survived the burning of the country. The were gathered up and taken to the military building, the only structure that was left standing. They were experimented on,tested like lab rats. But their final experiment went wrong, and their day of death was taken away, making the once normal citizens immortals. They managed to escape and went into hiding, staying as a group. Over the years legends of them spread, and normal citizens went searching for their pack. The immortals have started collected hopefuls and transforming them into immortal, hoping to some day make a group big enough to overtake the government.
