What's the Name of That Book??? discussion

I can't seem to remember the title of this book, obviously. A girl is wandering through the forest with her baby sister, lost. And she is taken back to a town where there is a pregnant leader, and apparently her grandmother had been there before. She meets two twins, one of which works in a morgue. I think one of them was named Peter. Women are ranked at a higher status than men because women give birth more to males than females. Women are not allowed to touch/kiss/anything with men that they are not married/engaged to, or else it will be considered rape. The girl kisses one of the twins and he is arrested and put in the stocks. She stays in the stocks with him until he is released. She ends up finding her old friend, Leon I think his name was, and they end up together in the end.

This sounds like it might be Prized, by Caragh O'Brien - it's the second book in the Birthmarked trilogy.
