I remember reading a retelling of rapunzel told from the witch's point of view. She didn't start evil, but she made a deal with a devil or demon, I think for get power. When she got rapunzel they lived in a house at first, but the witch was always vigilant in keeping spiders and mice and other pests out of the house because they were spies of the evil thing she got her power from and she was trying to hide. Eventually Rapunzel lets a spider go instead of crushing it, and they have to move to the tower to hide.

I don't think this is it, because I don't remember anything about spider spies, but it is a retelling of Rapunzel: Zel

Ah! I wondered if that's what you were doing. I read both of them around the same time, too, and they're inextricably linked in my mind.
