An official looking man walked up to them, and opened his mouth to question her presence and authority. "Get me peacekeeper Ethan, NOW!" she shoute to the man, snapping her fingers as if to express her need for speed on the task. The man hurried off to locate him without another word.

Ethanset off for his office at a determined rate. His un-even gaint(sp?) echoed strangely in the near-empty building. Those who hadn't died in the rebellion, were either outside, monitoring the village, or inside, contacting the Capital. A few faces appeared in doorways, only to hide back inside when they spotted the Captain.
After a few more moments, Ethan eased himself into his chair. Though it looked nice with the rest of the office, it became uncomfortable when he sat in it for too long. This didn't bother him though; it kept him from getting soft and staying behind the desk.
"Captain Strike?" A tentative voice called from the doorway, his secretary, Burnett.
"Yes, come in." Ethan gestured for her to enter, leaning forward expectantly to hear what had happened.
Burnett strode in, carrying a single folder with a few sheets of typed paper. Strike hated paperwork, so the little they had got summerized and distributed. Only the most important papers were given to the Captain.
After Strike was given the papers, he looked up at Burnett. "How many?" he asked brusquely.
"29 Peacekeepers and 48 rebels killed. 12 Peacekeepers are in the hospital, tending to injuries."
So many. "Fine, that's all," Strike dismissed.
"One more thing, Captain," Burnett injected quickly. "Two bounty hunters from the Capital were sent this morning. A Miss Tilly and Captain Ryu."
Ethan's gaze looked up sharply, increduously. That's the last thing I need, some pampered Capital couple. "Tell them I'm not to be disturbed," he growled.
Burnett nodded and left the office.

Just when Tilly was about to go look for Ethan herself, she saw the nervous looking guard come around the corner and try his hardest not to make eye contact with her. "Well? What did he say?" the guard stuttered softly, still looking at the floor, "He said not to bother him, Ma'am."
She narrowed her eyes, not believing his answer. "Thats not going to happen." she roughly brushed passed his shoulder, her heels loudly clicking on the floor. She turned down the hallway, not worrying about if her team was close behind. When she arrived at his office, she became silent, leaning against the doorframe and crossing her arms, a stern and questioning look on her face. She was going to wait for this so-called 'head-peacekeeper' to spot her. After all, he didn't even want her!

EXECUTIVE ORDER

ESTABLISHING THE SECURITY FENCE POWER
By the authority vested in me as President by the Constitution and the laws of Panem, it is hereby ordered as follows:
Section 1. Reestablishing the District Seven Boundry
The President's Advisory Commission on District Boundry is hereby reestablishing the energy supply allowing for the electrical fence to return to full power and shall begin on March 3, 2203(?), unless terminated by the President.
Ethan stared at the document for a few more moments, re-reading the typed words. Was the Capital really playing this game? Now that all the rebels had gotten free, had they seen the importance of electrifying the gate. Now that it was too late. Ethan cursed the Capital under his breathe, slamming his fist on the desk.
That's when the Capital woman entered his room, leaning against his doorframe. Ethan took a deep breathe before turning to face this new dilemna. Tilly's outfit was loud and frivilous. It's bright colors contrasted sharply with the dull tones of his own office. High heels added a few inches to the hunter's height, though she still appeared tiny.
Instead of introducing himself or standing up or inviting Tilly to sit down, Ethan simply glared at her. "What?" he demanded.

And thats when she lashed out, slapping the man across the face.
She drew back, a hard line now on her lips. She stared at him with dagger like eyes, her anger so intense you could practically see her pupils turning red. "You are the most idiotic man I have ever met in my life. You should be ashamed to be a peacekeeper, never the less the head of all of them in distric seven."
She popped down in the chair in front of the desk, her arms immediantly folding and legs crossing. She was going to let this man know exactly what he did wrong, and where his place was in this room.

Ethan almost smirked as the girl walked into his room. Her ridiculoud attire was emphesized as she walked smoothly over to his desk. The bright colors almost seeming to bounce off her dress. However, he also noticed the way she moved. Her feet seemed to glide despite the tall heels, and her movements were as fluid as a hunter. He'd been trained long enough to recognize a killer's stance.
As Tilly leaned forward, Ethan never suspected her to pounce. The slap was a blur of motion that was over before Ethan could react. He'd never been slapped since his days before moving to District 7 as Captain. The stinging sensation was like pouring gas onto a fire. One second he was looking at Tilly, the next, he was on his feet, gun in hand, its sights trained on that ridiculously powdered face. His eyes seemed to spark with the barely contained rage.
Only with great restraint did his finger refrain from pulling the trigger. It took a few seconds to recall the lady's words, but soon the message became clear. "Do that again, Miss Tilly," he threatened in a low voice, putting sarcastic emphesize on her name, "And I swear, you'll have hell to pay."

She swuinted her eyes as him, imagining this man with not an ounce of courage, or an ounce of his tongue. In this moment ahe was briefly caught off task, but snapped right back into it within a blink to respond. "You shoot me with that and I promise you will have your tongue be cut out here and now." She clicked her own tongue to show how disappointed she was.
"How could a man with such fast reflexes like yourself let all those children slip through your fingers?" she said this last part with a saracstic tone, acting as if she actually cared to know the answer. But, she didn't. She knew the easy answer to this. Laziness. Pure lack of proper preparation.

Ethan sat in his chain once more, interlacing his fingers over his lap. "Perhaps you didn't hear the number count," he replied, his deadly calm demenour masking the fire still flaming inside. "But 48 of the rebels were killed. That's nearly 1/5 of their population. And only 10 made it over the fence. And now, the rebels know what they're up against. They're probably licking their wounds right now, unhurried to fight again."

I don't believe any of those statistics were in the briefing papers I received."
It wouldn't have mattered if Ethan had managed to kill all the rebels, if it meant that people that had nothing to do with one of the two groups (the Capitol vs. the Rebels).

Ethan looked up as the other bounty hunter entered the room, cigarette lazily held between two of his fingers. At first glance, his worn features gave you the impression that he lived in one of the districts, not the Capital. But the pristine clothes and self-assured expression dispelled the notion.
These two weren't just good, they were arragant. After a moment's pause, Ethan replied. "Have you two ever been in combat?" he questioned abruptly.

She stood from her chair with her hands folded behind her back and began to pace the room with her head slightly bowed. "Sir, you seem to be asking the wrong questions. Do you even know why we are here?"she looked straight at him, and if you looked really closely, you could see the smirk wanting to pull at the corners of her mouth.

"Good," he nodded, "Then you know how turmulous riots can be. People running around like crazy, half of them are armed, half aren't. Do you take the time to scan each villager individually in case they have a weapon?" He paused before answering his own question. "No, you don't. You shoot anyone that looks like they're going to attack you and try to regain order as soon as possible.
"Now, go ahead and lecture me on how the hell you would have done it differently," Ethan continued, his knuckles whitening, "Because I'm all ears."

"Hmm..." Tilly interupted, clearly annoyed. "I thought the job of a head peacekeeper was to inforce the Capitol rules and protect the public. " she paused to add intensity to her words. "So why weren't your men trying harder to control the crazy crowd of citizens, rather then strictly focusing on taking out rebels." she sighed and clicked her tongue. "You must protect before you attack. Isn't protect the homeland the #1 thing to do? It is more important to have a good defense then offense, you know?"

But then Miss Tilly had to open her perfectly shaped mouth. "Isn't protect the homeland the #1 thing to do?" She was like a freakin' jabberjay that wouldn't shut up. Only it seemed that all this lady cared about was finding ways to get him in trouble with the Capital.
"Really?" Ethan replied, obviously feigning interest. "So you would have done, what exactly? Since apparently, it's also a crime to shoot anyone who's not a rebel, how would you have quieted the riot?" His head cocked towards the bounty hunter, brown eyes flashing at the unjust terms she seemed to bind him to.


For now, the captain simply raised one brow increduously and spread his hands, indicating that she continue.

"I'll join you, Captain Ryu," he said, standing up straight before remembering his leg was wounded. He grit his teeth together and hissed in agitation as the pain shot through him like electricity, but he stayed on his feet, determined to prove himself to these Capital hunters.
"That is," he added, turning to the woman, "if it's alright with you, Miss Tilly."

Ryu smirked at the irritated bounty hunter. "ill be in the town in a few minutes." The captain walked to his room to get a few things. He had obtained a bandana and hat, putting the hat low over his eyes and the bandana over his face. No one could recognize him anymore, only it was obvious he was a peacekeeper due to his uniform. He grabbed his guitar and sighed. Was he really doing this? He never played in front of anyone, being too nervous. At least no one would know it was him with this disguise. Ryu walked out into the town and frowned, the aftermath of the rebellion a day before still present. There were still some bodies around and people grieving. He

When Ryu finally emerged, he wore a hat and bandana and carried a guitar. Was this guy going to serenade the townspeople? Sweet-talk them into giving away information? Ethan was careful to keep the scorn from his face and instead followed the Captain outside to see what would happen.

When Tilly saw Ryu go off and change into his 'work' clothing, Tilly realized that she needed to do just the same. In her loud and colorful outfit, she wouldn't be able to blend in at this district. Now, if she was at the Capitol or in certain parts of District 1, she would be perfectly fine. But here in the dumps of the districts, she needed to blend like a native lumberjack. Calling her assistant to her side, the two of them, plus the three guards, headed back to her camp that was in the clearing in the trees a ways behind the justice building.
Once then, Tilly and her assistant went to work their magic on Tilly herself. In less then 5 minutes, She was transformed into a common D7 folk. Her hair was combed out and braided, making sure to leave it a bit messy so that it didn't look too 'perfect'. Her makeup was completely removed, wiped clean of any traces of 'fake' that had once lived there. She had on common clothing that most people in the outlying districts wore, hiker boots that lots pf people that had jobs in the district wore. And the nice thing about all of this was that they looked like they had been used and worn for years on end, rips an tears mixed in-between the dried mud stains that were scattered everywhere. She looked as if she had rolled around in the dirt before she had walked over, which she may or may not have done. She looked like almost any other person you may pass in this district. As she walked up around the side of the building to find Ethan standing there, not paying attention to her. She wondered if Ethan and Ryu would recognize her, without her heels and extravagant clothing choice. It was also time to brush up on her acting skills too. So as she walked up to Ethan with her head tucked down and arms crossed, she moved to his side and cleared her throat. "Excuse me sir." she said politely, totally lacking her Capitol accent, "But, where is the train station from here?"["br"]>["br"]>["br"]>["br"]>["br"]>["br"]>["br"]>["br"]>["br"]>["br"]>["br"]>["br"]>["br"]>

Ethan stood military style while he waited, feet planted squarely on the ground and hands locked behind his back. His white suit stuck out like a crisp handkercheif in a swamp. The dirt roads had turned tretcherous in the night rain. Clouds still hung overhead, low and menacing. His dark eyes quickly scanned the area in front of the PK building until they locked on the gallows, or what remained of them.
In their fury, the rebels had hacked at the gallows until it'd turned into kindling. A lone post sagged sideways, the perpindicular board holding the noose cut off. It was chipped and hacked but still standing. A reminder of how things could go drastically different than what you had planned.
"Excuse me sir. But, where is the train station from here?"
The squeaky voiced townsgirl interupted his thoughts. He glanced down in contempt at her dirty face and pleading eyes. "Why do you-" he growled, before stopping short, narrowing his eyes. This girl's eyes looked familiar. "Ah, Miss Tilly," He said, his lips twitching into a sardonic smile, "I was wondering when you would show."

"Pretty good, 'aint it?" Tilly chuckled with a sarcatic grin, sticking her atms out and spinning around to show herself and her outfit off. "You can't tell me you are not impressed." she grinned to him, acting a bit more bubbly now that she wasn't so irritated with him. She was a lot less stiff now because she was actually in the field, the exciting and fun part.
She took a deep breath and looked around at the reckage in front of her. "Man, it's like a scene from the nation-wide rebellion...." she then though of something, a smile on her lips. "Where you living in this district back then? Or where you still in district two?"

The peacekeeper walked over to the girl and kneeled down to her level. "What's your name little one?" He asked trying his best to seem gentle. The girl tried to wipe her tears away but couldn't. "Rosette." She whispered softly. Ryu couldn't think of anything to do, but reluctantly pulled his guitar around him and asked, "do you like music Rosette?" The little girl nodded and Ryu was silent for a moment, before starting to play for her. He hated playing in front of people, but this girl.... She looked so sad, so forgotten, like he used to be.
" I heard there was a secret chord,
That David played and it pleased The Lord,
But you don't really care for music, do you?
It goes like this
The fourth, the fifth
The minor fall, the major lift
The baffled king composing Hallelujah,
Hallelujah, Hallelujah, Hallelujah... " Ryu sang softly so that only the girl could here him, even barely.

He then followed the bounty hunter's gaze back to the town square. "I'd imagine someone of your caliber would know the answer to that as soon as they were assigned to my case," he replied evenly. And expected nothing less, for as they were speaking, his secretaries were pulling up every known info they could on the new Capital guests.
