*Most Covens decree that it is considered an outrageous notion to even think of mortals as sexual partners. Therefore, most Witches born are considered pureblood Witches born to an all Witch family. For a Witch to partake in sexual intercourse with a mortal is an offensive act to Witchkind. Witches look to gain power and learn and develop those powers. For a Witch to fall in love with a mortal grants the punishment of banishment. However, should a Witch feel truly devoted to a mortal they have the right to appeal for banishment. Right of Dismissal: Should a Witch feel the desire to leave the safety and sanctity of the Coven they hold the right to appeal to the Elders and High Priestess for dismissal and the Banishment of Mnemosyne. This wipes clean any memories that a Witch may hold of ever being apart of the Coven. Ensuring that secrecy remains a top priority to the Coven. As it is a crime to mate with mortals for Witches if it is requested to be seen by a Seer and is deemed the two are meant to be together the Coven will revoke the Witches right to be in the Coven but will accept their offspring as some Witches have been known to mate with Guardians who are mortal.

For as long as any generation before the parents within the bloodline were "pure" Witches there is always the chance of a mortal couple giving birth to a Witch. Telekinesis is the most common ability to appear in infant and toddler Witches. It is most often advised to keep things locked up out of sight otherwise the infant will be able to move things all over the house.

*No, unfortunately the world holds only three factions: Mortals, Witches, and Cursed. Those Cursed are cursed by witches, this may grant them abilities, but it is always at a price. Even those cursed with Immortality will always be considered mortal or Cursed Ones.
◘What is the point of Witches bestowing/stealing power if a Witch is born with power?
*Witches are born with a great amount of power, some are stronger than others simply because fate has deemed it so. The same can be said with mortals some are stronger, faster, and smarter. Some mortals have unbelievable talents, the same can be said for Witches, but those powers can always be stronger and better. If a Witch willingly bestows power upon another Witch it simply gives them the boost to become the best they can be. To bestow power gives all of one Witches soul energy to another. This will allow powers to manifest more fully and be controlled almost entirely.
**Stealing powers is a bit different than bestowing powers. A witch who is commonly known as a Wraith steals power to not only gain that extra boost, but also gain strength in the boost. Wraiths are capable of unlocking powers that Coven and Rogue witches are unable to unlock without bestowal from the High Priestess. In order to steal another's powers for yourself a Witch must kill another Witch who has already Ascended and eat their soul. Wraith's steal power to gain power, literally. No Wraith has been recorded to make it so far, but the Wraith's have the capability of becoming as powerful as the High Priestess if not more powerful.
***Stealing and Bestowing are two very different concepts. Actual abilities such as Mnemokinesis are not transferable from one Witch to another Witch. Power Bestowal, granting a Witch with another ability, is what only a High Priestess holds the ability to do. Bestowing power from a normal Witch to a Witch simply bestows energy to develop abilities that were not unlocked before within a Witch. There is a distinct difference between Power and Abilities. Power is the energy within all life mortal or Witch that is linked together on a single otherworldly system keeping all life connected and what can lead to such phenomena as destiny, chaos, time, fate, etc... One can bestow power upon another, but not abilities, on can steal power, but no abilities unless they have the ability to do so.
◘If both Mortals and Witches have power, why don't mortals have abilities like Witches?
*The true defining line between mortal and Witch is that Witches, unlike mortals, are born with a deeper connection to The Power. It is this connection that formed in ancient times that divided the two races. Witches are natural intuned with the energy of the universe and therefore the universe responds to their will more easily than mortals. At times mortals find the cracks in such energies and are able to hack into their own personal storage of power and exhibit small temporary feats of magic. From Mediums and Psychics to the random telekinetic child. All have power, but only Witches are born with a direct connection to the power which allows them to use it through abilities and other acts of true magic. A mortal who attempts magic will never succeed fully as they are not intuned with the universe. This is the more scientific aspect of it. There is a far more spiritual aspect to such a connection and it can not be fully interpreted or understood by even Witches. Most take it for what it is, Witches have power and magic mortals do not.

Well, technically speaking it's not so much as the dominant/Recessive gene it is actually much like you described it is passed from the mother, however, it has been noted to pass from the father at times as rare as it actually is. Witches who are even educated in mortal science and study DNA and genetics can't not seem to pinpoint the "Witch Gene" However, it is almost always passed from the mother. It never really has been a dispute as most tend to accept they will have either magical or non-magical children. It is more ringing around if the father is the only Witch and is a very realized Witch then his children will inherit such power as it is more perceptive in him to begin with.
However, Women naturally hold a deeper connection to "the Power". Nothing waivers the line between reality and magic more than carrying a child/Child's spirit which is far more susceptible than simple sperm passing from the father into the mother.

A mere mortal who found himself drawn to the Coven was getting too close. Carson Jacobs was oblivious to Hunters and the true nature of what being a Witch in a Coven meant. He found himself learning of their existence out of obsession. Katrina was tasked with steering him from the Coven and discovering who they were. Eventually, Katrina got too close to her objective. They found one another enticing and drew themselves into a bond that only powerful magic could attempt to break. Katrina's first mistake was not informing the Seer of the bond she had made with the mortal man. He second was trying to hide it from the Coven Council.
Once discovered it was too late. The deed had been done and their bond was sealed. They married in secret neither mortal nor witch family knew of the lovers. The more troublesome bit was the fact that Katrina was pregnant. For such disgrace and treachery against the Coven both Carter and Katrina had their memories banished. Katrina's powers were taken by the High Priest and they forbade them from remaining within the Coven's territory as such the disgrace that they were. Katrina's Familiar, Tyler was executed before her memories could be taken so she would have to suffer the severed bond even without memories of why she felt empty inside without her Familiar.
Carter and Katrina found themselves with the intense urge to move away from Grievance Ridge. The couple left out of state entirely without daring to look back. Katrina knew nothing of the powers she once held, even though, in her dreams glimpses of her past would still come to surface.
It was not long and the couple had a daughter. Jacelyn, was her father's pride and her mother's joy. At least that was until the parents found their daughter exhibiting strange abilities than no normal child should be capable of or any human for that matter. It concerned them. She was placed into intensive therapy and testing. Finally, her parents could stand it no more. Katrina and Carter had a talk recalling their dreams to one another and came to the conclusion whether real or not their dreams meant something and it had something to do with their daughter.
