How do you add single issues to Goodreads? I've only had luck with one book so far. I've noticed that not all series are in the system.

You can create them. I did for the whole The Black Vortex arch, which has 13 parts. And I am currently doing for Uncanny Avengers and just started with Groot.
They should be allowed but are not, but people do add them. Just be aware they could be deleted by librarians whenever they are seen (unfortunately).
No. They are technically periodicals, not books. Bugs the heck out of me as a user and librarian. But I don't delete them. I have enough trouble dealing with my own books that need entries edited.
Actually, they are allowed. Single issue comics. If they are digital. And you got them from Amazon, and they have ASIN's. It's in the librarian manual somewhere. Though not if digital and gotten elsewhere, like, say, that Amazon owned Comixology. I can never remember how to spell that. (or if they have ISBN's, though I've only occasionally seen those on big fat 100 page (or was it 100+ page?) issues).
Doesn't mean that a librarian on a single issue comic deleting spree won't accidentally delete "allowed" single issue comics.
Yes the policy is not consistently fair. This has been raised in the librarians group without much response or help. Here is the thread started recently to try to get the policy to change and listing arguments for those in favor of it.
