What's the difference between a student and a civilian (besides age)?

A civilian doesn't go to the Boarding School. XP

They can be any age, and there are a million public schools in NYC.

I think Liviana is going to go to a public school till her uncle enrolls her into the boarding school.

Yes, obviously they couldn't all just ditch their families if they have families, then they also need education, so after being contacted they will be accepted to this boarding school.
