This can be used to manage user accounts, and you can even set secure log og (ctrl+alt+del) in the advanced tab.
However, if you're running Windows 7 Home Premium, the Advanced button, in the advanced tab, will not work.
1. Open the start menu
2. If you're using Windows 7 or 8, then just start typing, netplwiz. If you're not using Windows 7 or 8, open run and type it in.
3. Press enter, or search or whatever
4. The advanced user accounts window will open.
