The General in His Labyrinth question

Does anyone know if Herman Melville's visit to Manuela (recorded in the last section of the book) is fact or fiction? I'm finding mixed answers in my research.

If so - does this suggest Melville had Centrist sympathies (as she had disappeared from any official prominence during her last years). Does it change anything about the way we read/understand his works?
