What's the Name of That Book??? discussion

I read this book probably 4-6 years ago. I don't think it was the author's first book, but it may have been... not a well known author. The main character was a cop of some sort, I want to say in Maryland or thereabouts. there is some kind of an outbreak zombie-like in nature. I'm not sure the word zombie is ever used though. Military and heavy enforcements are used to combat the problem. There's a side plot of a love interest he while working... another cop or a scientist I think. He sees a therapist on a regular basis from what I recall. Any ideas???
