Who is Angles Voice?

In the end of the book Angle tells Max that she is the voice in her head. But in book 6 angle also has a voice that was telling her what to do. Fang also heard her say "go home to max" and then Dylan heard that he was supposed to kill Fang... why would angle say both of those things?
Was Angle in the whole flocks heads?
Who was in her head? Was it Jeb?
Was there someone else in Dylan's head? Was it the same person as in Angles?
I'm so confused...

I never realized that. That is interesting. I think the scientists manipulated them all into thinking certain things through angel because she was the easiest to trick.
A key rule in this series is that nothing makes sense. Continuity sort of went out the window a while back. However Jeb does say in Saving the World and Other Extreme Sports that he can "do" the Voice, but he isn't actually the Voice. Whether Angel chose to parrot what he was saying or whether he, and some others, were able to tap into that frequency, so to speak, is never (like everything else) made clear to us.
i think they control each other or at least Angel and Jeb control them.
I thought about that too when I read that Angel is the voice. I was wondering how Angel would have known where to go and what to do all the time. And she said that she struggles with long distances even when she knows the location of the person, so I don't know how she could have told Fang to return to Max when he was a good distance away and she had no idea where he was.
I think it has to do with the scientists controlling Angel a little, probably a result of her imprisonment in the first book.
